Not far off the banks of the "Brushy Creek", not far from the center of Halbur stands the campus of Halbur University - a figment of the imagination of Joe "Woofer" Dalhoff. The fictional institution had its beginnings in the early 70's and has grown steadily under the direction of the HU President and Board of Deans. Bill "Muddy" Testroet, the first HU President led the University until his retirement in 1981.
The HU Scholarship Fund Inc. was organized as a non-profit corporation on November 12, 1975, exclusively for charitable and educational purposes, and received tax exempt status on January 27, 1976. As stated in the Articles of Incorporation, the goal of the Fund is "to provide Financial Aid for the future training and instruction of talented young persons residing in the vicinity of Halbur, Iowa, who are in need of financial aid and who have strived for the advancement of the Halbur Community." The original idea of the fund was started by William Testroet, a native of Halbur, who kicked off the Fund with a $5,000.00 contribution. The fund is managed by a group of nine persons, know as the Board of Deans. The fund awards scholarships in equal amounts from $300 to $750. Scholarship recipients are selected by the Board of Deans. Since the scholarship was started, HU has awarded a total of 232 scholarships totalling $109,300.
In 1975, the Fun(d) Night was initiated and the following year Jerry Mescher and Fr. Leo Riesberg started the HU Bowling Tournament. The day of HU activities has become an annual event to raise funds for the scholarship program and to gather the HU alumni. The HU Scholarship Fund is a great source of pride for the Halbur Community. It is an opportunity for the community to help our your people as they pursue their goal for higher education. The high school seniors who apply for the scholarships are required to have contributed and been active in their community.
